Senior Project Manager – Facilities & Capital Projects Contract NEW

From manufacturing equipment installations and laboratory upgrades to new buildings, utilities, test infrastructure, and campus expansion projects, our Facilities & Capital Projects team delivers the infrastructure that enables Ursa Major's continued growth. 

We are seeking an experienced Senior Project Manager to lead the planning, design, permitting, procurement, construction, and commissioning of a diverse portfolio of capital projects. This individual will serve as the owner's representative and primary project manager for projects

ranging from manufacturing equipment installations and facility upgrades to new buildings, utilities, laboratories, and other infrastructure improvements. 

Projects range from small facility improvements and manufacturing equipment installations to multi-million-dollar buildings, laboratories, utility systems, and campus infrastructure. The successful candidate must be comfortable managing projects within active manufacturing environments while coordinating closely with operations to minimize production impacts. 

The ideal candidate is a highly organized project leader with experience delivering large-scale industrial, manufacturing, aerospace, defense, energy, or infrastructure projects. This role is focused on project execution, stakeholder management, and construction leadership rather than detailed engineering design. 

Projects may support any Ursa Major facility, including Berthoud, Longmont, Galeton, test sites, and future locations. 

Key Responsibilities 

Program & Project Leadership 

• Lead multiple concurrent capital improvement projects from concept development through commissioning and occupancy. 

• Manage a diverse portfolio of projects including manufacturing equipment installations, foundations, utility upgrades, building renovations, laboratories, test infrastructure, HVAC systems, electrical systems, civil/site improvements, small building construction, and other capital improvement projects. 

• Develop project execution plans, budgets, schedules, risk assessments, and resource requirements. 

• Serve as the primary project manager and owner's representative for assigned projects. 

• Establish project goals, milestones, reporting requirements, and performance metrics. 

• Coordinate activities across engineering, operations, manufacturing, EHS, facilities, finance, procurement, and executive leadership. 

• Drive decision-making and issue resolution throughout the project lifecycle. 

• Present project updates, risks, and recommendations to leadership. 

• Identify project risks, constraints, and execution challenges early and develop recovery plans to maintain project objectives. 

Consultant & Design Management 

• Coordinate internal stakeholders to develop project scope, define operational requirements, and establish project priorities. 

• Manage third-party engineering, architectural, and specialty design consultants. 

• Coordinate review and approval of design deliverables. 

• Ensure project designs align with operational requirements, explosive safety requirements, manufacturing objectives, and company standards. 

• Facilitate stakeholder design reviews and decision-making workshops. 

• Manage consultant scope, schedule, budget, and performance. 

• Coordinate permitting, regulatory approvals, and jurisdictional reviews. 

• Lead contractor solicitation, proposal evaluation, and selection processes, including participation in RFP development, bidder evaluations, and contract negotiations. 

Construction Management & Owner Representation 

• Serve as the owner's representative during construction activities. 

• Coordinate construction activities within active manufacturing and research environments while minimizing operational disruptions. 

• Manage contractor performance, schedule adherence, safety compliance, and quality expectations. 

• Conduct site walks and monitor project progress. 

• Review and approve contractor invoices, pay applications, change orders, and project documentation. 

• Coordinate construction activities with ongoing operations. 

• Lead project commissioning, startup, turnover, and closeout activities. 

• Ensure project execution aligns with approved scope, budget, and schedule objectives. 

Budget & Schedule Management 

• Develop and maintain detailed project budgets and schedules. 

• Forecast expenditures and cash flow requirements. 

• Identify project risks and implement mitigation strategies. 

• Manage project contingencies and change management processes. 

• Ensure financial accountability throughout project execution. 

Regulatory & Compliance Coordination 

• Coordinate permitting activities with local, state, and federal agencies. 

• Ensure projects comply with applicable building codes, environmental regulations, and explosive safety requirements. 

• Support preparation of documentation required for regulatory approvals and inspections. 

• Partner with EHS and Operations teams to ensure compliance throughout project execution. 

Other Duties and Projects, as Assigned  

Required Qualifications 

• Bachelor’s degree in Engineering, Construction Management, Architecture, or related technical field. 

• 8+ years of experience managing capital projects, industrial construction projects, manufacturing facility projects, infrastructure projects, or similar large-scale programs. 

• Experience managing projects exceeding $1M in value. 

• Experience supporting manufacturing, aerospace, defense, industrial, energy, or similar technical environments. 

• Demonstrated experience managing project budgets, schedules, contractors, and consultants. 

• Experience delivering projects from concept through commissioning. 

• Experience working with permitting agencies, AHJs, and regulatory authorities. 

• Strong understanding of construction practices, project controls, and risk management. 

• Excellent communication, leadership, and stakeholder management skills. 

• Ability to manage multiple priorities in a fast-paced environment. 

• U.S. Citizenship required. 

Preferred Qualifications 

• PMP certification. 

• Professional Engineer (PE) license. 

• Experience leading multi-phase campus expansion programs, large capital improvement programs, or portfolios of concurrent capital projects. 

• Experience supporting facilities, infrastructure, or manufacturing projects subject to Defense Contract Management Agency (DCMA) oversight or compliance requirements. 

• Experience managing capital projects utilizing multiple project delivery methods, including Design-Bid-Build (DBB), Design-Build (DB), Construction Manager at Risk (CMAR), and Engineering, Procurement & Construction (EPC) delivery models.  

• Experience leading fast-track projects, phased construction programs, and projects executed within active manufacturing or operational environments is highly desirable. 

• Experience serving as an Owner's Representative for industrial, manufacturing, aerospace, defense, or infrastructure construction projects. 

• Experience with Primavera P6, Microsoft Project, or equivalent scheduling software.

• This is a salary position reporting to the Senior Manager, Facilities & Capital Projects. 

• Work environment includes office spaces, manufacturing areas, test facilities, and outdoor operations. 

• Frequent travel between Berthoud, Longmont, Galeton, and project sites is expected. 

• The successful candidate should be comfortable spending significant time in the field during active design and construction phases. 

• This position is classified as Full-time Exempt. 

• This is a Senior-level position with significant ownership of a diverse portfolio of capital projects supporting manufacturing operations, campus growth, and strategic infrastructure improvements across Ursa Major. 

Colorado law requires us to tell you the base compensation range of this role, which is $130,000 - $150,000, determined by your education, experience, knowledge, skills, and abilities. What we can’t quantify for you are the exciting challenges, supportive team, and amazing culture we enjoy.
